Deputy Minister of Defense Meets with Families of Fallen American Volunteers

At the initiative of the R.T. Weatherman Foundation, Ukraine’s Deputy Minister of Defense, Liubov Halan, met with the families of American volunteers who lost their lives defending Ukraine against Russian aggression.

At the initiative of the R.T. Weatherman Foundation, Ukraine's Deputy Minister of Defense, Liubov Halan, met with the families of American volunteers who lost their lives defending Ukraine against Russian aggression.

The foundation organized the meeting so that families could speak directly with the Ministry of Defense. They shared the challenges they have faced following the death or disappearance of their loved ones. The Ministry will take their experiences into account as it works to strengthen support for foreign service members and their families.

During the meeting, the families shared the stories of nine American defenders: Andrew Webber, Spencer Meek, Dalton Medlin, Dane Partridge, Cedric Hamm, Alexander Banas, Benjamin Yoo, William Daly, and Lance Lawrence.

Challenges Faced by Families of Foreign Service Members

Following the death or disappearance of their loved ones, families have encountered a number of challenges and misunderstandings, including:

  • Some families learned about the death of their loved one from fellow service members or through social media rather than through official channels, while information from different sources often varied significantly.
  • Official confirmation of a death and the issuance of necessary documents did not always happen as quickly as families had hoped.
  • Identification and repatriation procedures can be difficult for foreign families to navigate, as can the process of accessing payments and benefits provided under Ukrainian law.

“Through our work with families, we see where the system needs to change. Their stories are different, but the challenges they face are often similar. That is why it is so important to us that their experiences are heard by those who are working to improve the system of support for foreign defenders. We need to work together to find solutions that can make this journey easier for other families,” said Lauren Guillaume, Ukraine Country Director at R.T. Weatherman Foundation.

The families also emphasized the absence of a single, clear process for working with foreign families. They often have to navigate multiple channels simultaneously, communicating with military units, Ukrainian government authorities, and diplomatic missions.

How the Ministry of Defense Is Improving Support for Foreign Volunteers

According to Liubov Halan, a working group has been operating within the Ministry of Defense since September, addressing, among other issues, social protection for foreign volunteers and their families. At the same time, the Ministry is working on legislative changes to resolve existing challenges and is updating its approach to supporting service members and their families.

Priority areas include:

  • improving the official notification process for families when a service member is killed or goes missing;
  • improving and accelerating coordination between military units and government authorities;
  • simplifying procedures for identification, repatriation, and access to payments and social benefits.

The Ministry of Defense is also working to improve the conditions under which foreign volunteers serve in the Armed Forces of Ukraine. This includes identifying units that can provide appropriate conditions for their training and service, effective communication with foreign service members, and subsequent engagement with their families.

“We have a great deal of work ahead of us. We are working to ensure that these volunteers and their families are treated with the dignity they deserve,” the Deputy Minister of Defense emphasized.
